How to Start a Feminine Hygiene Brand on a Small Budget

2026-10-20

You can start building a feminine hygiene brand without investing in your own factory. A practical route is to choose a focused product, evaluate samples, test demand with a manageable stock order where available, and move into private label manufacturing when the product and sales channel are ready.

In conversations with overseas entrepreneurs, I often hear the same ambition: to bring comfortable, reliable and affordable period care to women in their own countries. The questions are practical, too. Which product should I choose? How much stock should I buy? Can I test the market before paying for printed packaging?

My goal is to help those entrepreneurs take a first step they can afford and build their brands gradually. This guide explains how I would approach that journey, from the first sample to a repeat order.

1. Choose one customer group and one first product

Before comparing factories, write down who will buy your product, where they will buy it and what they can reasonably pay. An overnight menstrual underwear product sold through a pharmacy needs a different plan from everyday sanitary pads sold in neighborhood stores.

For a first launch, define:

  • Use: everyday care, overnight care, travel or another clearly defined need.
  • Fit and comfort: the waist and hip measurements, climate and wearing conditions you need to evaluate.
  • Channel: local shops, pharmacies, distributors, online stores or social selling.
  • Retail target: an affordable price per pack and a clear explanation of the value inside it.

A focused range makes it easier to learn which sizes sell and which benefits customers value. Our disposable menstrual pants and sanitary pad ranges are starting points for a product discussion.

2. Understand stock products, neutral packaging and private label

These options have different costs and minimum order quantities. A small stock order helps you evaluate a product, but it does not automatically include permission to change its brand or packaging.

Starting routeWhat it helps you doWhat to confirm
Existing branded stockEvaluate a finished product and test local demand.Available sizes, complete pack quantities, resale permission and local labeling.
Neutral packaging, where availableExplore a simpler packaging route before a full printed-bag order.Availability, permitted labeling, traceability, cost and MOQ.
Private label using an existing productLaunch your brand around an agreed, evaluated specification.Product and packaging MOQs, artwork, printing charges and approvals.
Custom product developmentDevelop a different structure, fit or material combination.Development work, samples, tooling, testing and production commitments.

Existing stock, neutral packaging and printed private label packaging are quoted separately. Availability and minimums depend on the selected product. Read more about our private label sanitary products and OEM/ODM process.

3. Review samples before buying more inventory

Start with a small comparison set and record the exact model, size, materials and pack format. For disposable menstrual underwear, evaluate fit, waistband comfort, side seams, removal method and the feel of the materials. In hot climates, include feedback on warmth and moisture during use.

For heavy-flow and overnight positioning, ask how absorption and leakage performance were tested. A water-absorption figure alone does not establish menstrual-fluid capacity, comfort under pressure or suitability for every wearer. Request the method, conditions and identity of the tested sample.

Check that any safety report identifies the relevant product and explains its scope. A microbiological result, an absorption-speed test and a skin-irritation test answer different questions. Product selection and claims should be based on the evidence actually available.

If you are already in China, ask for a domestic sample-delivery quote as well as an international one. Confirm the complete sample list, product charge, freight and dispatch estimate before payment.

4. Check each MOQ before committing to packaging

When searching for a low MOQ feminine hygiene supplier, ask what the minimum applies to: individual pieces, retail packs, cartons, each size, each design or the complete order. The product MOQ and the printed-packaging MOQ can be different.

For example, a three-piece retail pack cannot supply exactly 100 pieces while keeping every pack sealed. The nearest quantity above it is 34 packs, or 102 pieces. Two sizes with different pieces per pack must be calculated separately.

For private label sanitary pads or menstrual pants, request written confirmation of:

  • The minimum production quantity for each product specification and size.
  • The minimum printed-bag quantity for each artwork version.
  • Printing, plate, sample-development and other one-time charges.
  • Responsibility for unused packaging and any storage arrangement.

A manageable stock trial can be a useful stage before a printed private label order. Confirm the available route for the exact model rather than assuming one advertised MOQ covers every option.

5. Calculate landed cost and protect cash flow

The factory price is one part of your startup budget. Calculate costs using the same unit, such as one saleable retail pack:

Landed cost per pack = total product, packaging, freight, insurance, applicable import charges and destination handling costs ÷ saleable packs received.

Then budget separately for local delivery, sales commissions, payment fees, promotion, returns and operating expenses. Confirm which charges the quoted shipping terms include. An EXW product price and a delivered quotation cover different parts of the journey.

Compare both price per piece and price per pack. A three-piece pack may suit a lower purchase budget, while a five- or ten-piece pack may suit customers who prioritize value per piece. Check the actual product specification as well as the pack count.

Keep funds available for replenishment. Your first order should help you learn about demand while leaving enough working capital to respond when one size sells faster than another. Our menstrual pants wholesale page explains the details to prepare for a quotation.

6. Prepare the product for your own market

Your local knowledge is essential. Before commercial resale, confirm the applicable product, import, labeling and brand-rights requirements with the relevant authority or a qualified local adviser. Requirements and shipping arrangements need to be checked for the destination and the actual product.

For entrepreneurs serving Togo, Guinea and other West African markets, useful planning questions include the intended sales language, realistic retail pack price, local size demand, storage conditions and the receiving port or delivery address. Treat each market as its own project.

Build your brand message around benefits you can explain and support. A clear fit guide, accurate pack count, useful instructions and consistent quality help customers understand what they are buying. Confirm brand permissions before reselling existing branded goods or changing packaging.

7. Use a first-order checklist and grow from feedback

Before confirming an order, put the essentials in one written record:

  1. Product: exact model, agreed sample and specification.
  2. Sizes: measurements and quantity of each size.
  3. Packaging: pieces per pack, packs per carton, language and artwork version.
  4. Quality: relevant reports, agreed checks and approved product claims.
  5. Commercial terms: itemized prices, payment terms, dispatch schedule and shipping basis.
  6. Delivery: consignee details, destination and required documents.

After the trial, record sales by size, customer comments, repeat purchases and returns. Use that evidence to choose the next order. Expand the range or invest in custom packaging when demand and cash flow support the decision.

How I want Nafei to support new entrepreneurs

I want more people with a good understanding of their local market to have a practical opportunity to build a feminine hygiene business. My role is to help turn their questions into a clear product, sample, packaging and supply plan.

Through Hunan Nafei Biotechnology Co., Ltd., our sales and export team works with overseas buyers on product selection, quotation and delivery coordination. Guangdong Nafei provides the manufacturing base for relevant production projects. We can discuss stock evaluation and private label development according to the product and the buyer's stage.

Starting with less capital still calls for care, reliable products and consistent customer service. I hope to contribute honest information and practical supply-chain support while entrepreneurs bring their local knowledge, relationships and commitment. Helping them develop a brand that serves women in their own countries is the work I want to keep doing.

Questions about starting a feminine hygiene brand

Can I start a sanitary pad or menstrual underwear brand without owning a factory?

Yes. You can work with a manufacturer or supply partner and focus on your market, distribution and customer service. Your startup plan still needs a product specification, quality review, packaging, applicable market requirements and a realistic budget.

Can I put my logo on a small stock order?

Confirm this separately. A stock trial uses the agreed existing packaging. Neutral packaging, relabeling and printed private label packaging require confirmation of availability, brand rights, labeling and the applicable MOQ.

How much money do I need to start?

There is no single reliable figure without a product and destination. Build an itemized budget covering samples, the first stock or production order, packaging, transport, import costs, local selling expenses and replenishment funds.

Are packs of three, five or ten available?

These pack formats exist across different stock models. Confirm the size, pieces per pack and packaging language for the selected SKU. Changing a stock product to another pack count can require a separate packaging or production order.

Request a sample and startup quotation

Tell us your target country, product type, preferred sizes, pack count, trial quantity and delivery location. Let us know whether you want to evaluate existing stock first or discuss your own brand packaging. We can review the available options and quote product and shipping costs separately.
