What OEM/ODM covers, concretely

At minimum, a pad OEM runs the conversion: topsheet, SAP core, backsheet, and wing adhesive brought together on a line. ODM adds a product platform you tune. How samples actually work

You don't get "a pad." You approve a pre-production sample matched to your spec — topsheet feel, rewet after load, wing adhesion. Only after sign-off does bulk make sense. A supplier who skips sample approval is shifting risk onto you.
