A private label is not a logo on a generic pad. It's a position — a promise about who the user is and what she gets. If you're building a sanitary napkin brand on an OEM/ODM base, here's the sequence that turns a product into a brand instead of a relabel.
1. Define the position before the product
"A good pad" is not a position. "Ultra-thin for humid climates," "post-partum overnight," or "value bulk for discount retail" are. The position decides the spec; the spec decides the pad. Start here or you'll waste the development loop.
2. Brief the factory to the position
Hand the plant the user and the constraint, not a template. Absorbency target, climate, pack language, regulatory marks. A capable OEM partner tunes the platform to that; a broker just ships the default.
3. Sample until it fits the promise
The sample is where the brand meets reality. Topsheet feel, rewet, wing stay — these are the things a user notices on day one. Approve the sample against the position, not against "looks fine."
4. Packaging is the brand asset

5. MOQ and the launch math
A private-label re-skin of an existing SKU starts smaller than a from-scratch core. Plan the first run to prove the position, not to max volume. A too-big first run of a wrong position is the expensive mistake.
6. QC protects the brand, not just the pad
Write in-line + AQL + retained sample into the PO. A recall or a wave of returns hits the brand, not the factory's logo. The QC is your reputation insurance.

Is private label cheaper than my own factory?
Usually yes on setup, since you use the OEM platform. But the brand work — position, pack, pricing — is yours, and that's where the value is.
Can I start with one SKU?
Yes, and you should. Prove the position with a hero SKU, then ladder day/night/liner/pants once it sells.
